Audit log v2
Replaces the old audit log (which only captures admin actions) with full event capture across rules, billing, and SSO. Compliance ask from northwind-supply; nice-to-have for everyone else.
Goals
- Every rule change in rules-engine-customer-ui writes an audit event
- 13-month retention; export to S3 for long-term
- Customer-readable in the UI (not just an API endpoint)
